To ensure the safety of your HOA community members, consider implementing the following five swimming pool safety measures.

  1. Make sure to display your pool regulations and be willing to enforce them without hesitation: Facilitate residents’ awareness of the rules by displaying them prominently at the pool, including them in the community newsletter, featuring them on the resident website, and posting them in the clubhouse. Ensure consistent enforcement of these rules to foster a sense of responsibility among residents. Certain regulations are obligatory as per state or local laws. As an illustration, in California, it is against state regulations for individuals with a contagious illness to enter the water of a public pool, including an HOA community pool. This implies that even individuals with a cold, indicated by a runny nose or cough, should not be permitted to use the pool. Additional rules aim to minimize the risk of injuries. These may involve prohibiting residents from running on the poolside, diving into shallow water, or bringing glass containers to the pool area. Your HOA might establish its own set of rules tailored to the unique characteristics of your community.
  1. Ensure the proper enclosure of your pool: A suitable enclosure acts as a barrier to prevent children from accessing the pool area and deters trespassers, ultimately reducing the risk of accidents in both scenarios. It is crucial to familiarize yourself with the specific regulations governing pool enclosures in your municipality, as they can differ. This is particularly important if the local laws extend beyond the requirements set by California state law. State law mandates that all public pools must have gates or doors that are self-closing and self-latching. Furthermore, any enclosure constructed or reconstructed since July 1, 1994, must include at least one accessible exit that does not require a key. The designated gate or door must be clearly labeled as an “emergency exit” using letters that are a minimum of four inches in height. Offer training in emergency response and make sure to have appropriate equipment readily available for emergencies: Irrespective of the presence of a lifeguard, it is crucial to have a maximum number of individuals trained in essential skills such as first aid, CPR, and other emergency response techniques. In the case of a pool with a lifeguard, it must also be equipped with a Red Cross 10-person industrial first-aid kit (or an equivalent), a functional phone, and a backboard with a head stabilizer.
